From 6 to 10 February, experts of the Agency for Strategic Development CENTER held a Strategic Session within the framework of a comprehensive assessment of the development potential of Grozny.

The aim of the Strategic Session is to identify the priorities for the development of the city to achieve the desired image of the future, as well as a lively dialogue with regional and local executive authorities, expert community representatives and stakeholders.

А strategic session was held in Grozniy, as part of comprehensive assessment of its potential development. 

The session began with a students’ workshop at Highpark technological park. It was aimed at engaging students with appropriate specialization in development of the master plan, since the future of the city especially heavily depends on young architects and constructors.

A Foresight session was aimed to form a vision of the future city and define tasks that will help achieve it.

The session was attended by representatives of the Administration of the city of Grozniy, establishments from different spheres, including education, culture, leisure, and tourism, and public and youth organizations, as well as the architectural community.

The participants identified strategic priorities for development of Grozniy, which include economic diversification, ensuring financial self-sufficiency, creating favorable business conditions, introducing IT technologies and creating high-tech industries, digitalization of economic and social activities, development of transport infrastructure at the international, regional and city levels, renovation of industrial territories, and transformation of spatial infrastructure.

The meetings were held in the City Hall and chaired by Deputy Mayor Musa Tutuev. The discussions were attended by the Mayor’s advisers, and representatives of the departments for construction and architecture, housing policy, housing and communal services, economy, culture, etc.

Current issues discussed during the meetings included housing construction, plans for development of social, transport, and engineering infrastructures, prospects for industrial development, business support mechanisms, adoption of technologies, and other matters of urban development, which should be reflected in the master plan for Grozniy.

As part of the Strategic Session dedicated to preparation of the Study “Comprehensive Evaluation of Development Potential of the City of Grozniy”, the experts of Agency for Strategic Development CENTER held a panel discussion with regional public organization “Architects’ Union of the Chechen Republic”. 

Discussing the future look of Grozniy, the participants shared their views on the territory’s potential, on what development objectives should be achieved, and on what modern city blocks for a new lifestyle should be like.

They raised the subjects of developing engineering, transport, and social infrastructure, as well as peculiarities of Grozniy’s territorial planning.

Special attention was paid to connectivity of the outskirts and the historical center, lack of connectivity between space frameworks, and issues of cultural heritage preservation.

The proposals of the participants of the panel discussion will be taken into account during detailed elaboration of the Technical Assignment for master plan development.
